EDW Foundation Launches “All Over the News” Ad Urging Congress to Pass H.R. 3514

Published: Oct 26, 2026

Six-market campaign in Iowa, New Hampshire, New Jersey and New York calls on viewers to tell Congress to pass H.R. 3514

WASHINGTON, D.C. — Today, EDW Foundation launched “All Over the News,” a new 30-second ad urging Congress to hold health insurance companies accountable and pass H.R. 3514. The ad will run in six regions: the Quad Cities, Dubuque and Des Moines in Iowa; Manchester, New Hampshire; North Central New Jersey; and the Hudson Valley in New York.

The ad follows Emma, a woman managing the everyday costs of raising a family: groceries, gas, and a doctor’s visit with her son. At home, she watches the headlines roll in: health insurance companies and President Trump making record profits, and members of Congress profiting millions from insider trading. The ad then turns to solutions Congress can act on now: banning surprise medical bills, capping insurance premiums and holding insurance companies accountable. It closes with a direct call to action: call Congress at (202) 225-3121 and tell them to pass H.R. 3514.

H.R. 3514, the Improving Seniors’ Timely Access to Care Act of 2025, is a priority in the EDW Foundation’s issues platform. The bill would reduce unnecessary prior-authorization delays, modernize the approval process and bring greater transparency to Medicare Advantage decisions, so insurance-company red tape no longer stands between patients and medically necessary care.

“Women make most of the health care decisions for their families, and they know exactly who is profiting when a claim is delayed or a bill comes out of nowhere,” said former Rep. Annie Kuster, EDW Foundation Board Member. “From the Quad Cities to the Hudson Valley, we’re bringing that message directly to the communities feeling it most and asking women to pick up the phone and tell Congress to act.”

“All Over the News” is part of the EDW Foundation’s broader public education and issue advocacy work, which includes roundtables and panel discussions that connect women with lawmakers and policy experts and elevate solutions shaped by women’s real world experiences.

The ad will air across the following regions:

  • Quad Cities, IA
  • Dubuque, IA
  • Des Moines, IA
  • Manchester, NH
  • North Central, NJ
  • Hudson Valley, NY
